| Abstract | ||
| Negotiations are used by Governments to achieve their goals in foreign affairs. The tool of negotiations is very effective because it is a diplomatic device used by governments to achieve their objectives which are the major motive that make the governments to establish cooperation relationships. On the other hand, negotiations are the best way to avoid wars or to put a war to an end. Accordingly, the concept of peace is connected with the use of the device of negotiations, so that negotiations are very important for governments as they are represent accepted conventions that closely related to the world peace | ||
