| Abstract | ||
| Abstract The Prophet Muhammad ( peace be upon him and progeny), as the first ruler of Islamic state establish Medina Al-Munawara, was enjoying a great role in applying the forms of administrative regulation, applying the principle of specializations’ authorization and emphasizing on the most important principle among the administrative regulation principles i.e Shura principle . We have explained the aspect of administrative centralization in the reign of Prophet Muhammad ( peace be upon him and progeny), and specializations’ authorization system as a mean of relieving of stress of administrative decentralization method .Also , we have illustrated Prophet Muhammad’ (peace be upon him and progeny), application of administrative decentralization and concluded some useful results , since the Islamic State through Prophet Muhammad’s (peace be upon him and progeny), has recognized forms of the sound administrative regulation i.e centralization and decentralization administrative. While Europe was sinking in the medieval Ages disorder , Prophet Muhammad’ (peace be upon him and progeny) applied the principle of authorization in administrative specializations as a mean to relieve stress of administrative decentralization before being introduced by the modern administrative systems. Moreover, the wisdom of Prophet Muhammad’ (peace be upon him and progeny) was obvious in application of the convenient systems. For Islamic State in terms place and time . First , He stated to adopt the form of administrative centralization in the beginning of Islamic State emergence . The State was developing and facing burdens of its establishment which made a necessity to apply of administrative centralization system , or it’s a must to maintain the State unity and the assure the supremacy law over all individuals in state . Adopting the administrative centralization form first was to lead to weakness in Islamic State , So , Prophet Muhammad’ (peace be upon him and progeny) didn’t adopt administrative centralization form until real need was appeared . , Prophet Muhammad’s (peace be upon him and progeny) formed the most important principle among the administrative regulation principle i.e Shura principle . This was to regulate the relationship between president and subordinate and to specify a procedure of making decisions among the administrative committees . | ||
