| Abstract | ||
| International humanitarian law not established in a vacuum but it is the secretion of a set of values and ethical principles، which calls on the general framework to renounce wars between nations and peoples and return to a peaceful solution to the problems that arise between states، and if the war took place، the considerations of a humanitarian nature must fulfill. The contemporary international community is in light of the Charter of the United Nations has become based on the fundamental principle is the prohibition of the use or threat of force in international relations، but international reality reveals a growing armed conflicts around the multiple of the world and this requires action to develop the rules of international humanitarian law، which governs such disputes and make efforts to ensure the greatest amount of respect for the principles of humanity. | ||
