Abstract
The study deals with international developments in the field of protection of minorities since the founding of the United Nations, 1948 until the present time, as a result of the challenges faced by minorities has emerged in recent years great interest towards addressing the treatment of minority rights violations, including ensures the activation of the principles of the Charter of the United Nations. So we find that the recognition of the rights of minorities is on the rise as an integral part of the work of the United Nations in the promotion and protection of human rights, and sustainable human development, peace and security. So go through the study on the position of the United Nations Charter and the Universal Declaration of Human Rights 1948, the protection of minorities, and then deal with the position of the International Covenant on Civil and Political Rights 1966. These developments have reached the minority rights approach point quality in 1992, when the General Assembly adopted the Declaration on the Rights of Persons Belonging to national or ethnic, religious and linguistic minorities, the first declaration of the United Nations, which addresses in particular the rights of minorities, in a separate document internationalism. Which will be addressed by the study with Turning to rapid developments within the United Nations towards the promotion of the rights of minorities and of the establishment of the Working Group of the United Nations on Minorities in 1995, and the appointment of an independent expert on minority issues in 2005, and finally the establishment of the Forum on minority rights issues in 2007
