Abstract
That Iraq after 2003 returned again to acquire the right opportunity for economic advancement under the guidance right to deal with the attributes of the natural resources , particularly crude oil, comes this trend consistent with what is happening in developing countries change the perception of foreign capital aimed at investments after these countries were to consider the seriousness of that money on national sovereignty .
