| That any study of economic policy or all of the shock suffered by the national economy has three main fields: the field of qualitative, quantitative field, the field of dynamic in our study: Field qualitative ;The evolution of the concept of the general budget of the Iraqi state since it was founded and rules, and the cycle of the general budget, which Tzment how to prepare the general budget and the role of the Ministry of Finance and Planning and the government in the preparation and finally approved by the legislature and timing that must be on the branches that do not go beyond it . Quantitative field: Guarantees the challenges faced by the general budget in Iraq, where the study showed allocations which have the largest share, which resulted in inflated the size of government expenditures, as it showed that the compensation of employees allocations have accounted for the largest percentage of operating expenses to slouch administrative structure of government political Ktheloah reasons unrelated to the obligations economic, comes from the fact that after the social Alt_khasbesat Iraqi state has become a sponsor of state nationals (rents) and these customizations have no economic feasibility.
