Abstract
seriousness of the unemployment problem in view of the negative effects of this phenomenon, which is the most important in the injury of young people frustrated and ill psychiatric many lead to many social problems and the increase in the spread of crime rates, drug addiction and the weakness of belonging to the homeland, and hatred of society , which leads to violence and terrorism. Moreover, it is a waste of resources that are invested in the education of young people and care for a healthy and socially, and arguably the most important causes of the phenomenon of unemployment stems in particular from the nature of the region and the most important of those reasons in Iraq is not to keep up with the educational system to the requirements of the labor market, which leads to the accumulation of huge numbers of college graduates in the ranks of job seekers, which led to increased unemployment among educational qualifications by the campaign in any other segment. The events after 2003 and the accompanying large changes such as removing Ministries which led to lay off large numbers of army. And the changing perception of the job and not motivated young people to professional work because of the social perception of that work, and the fear of risk-taking in entrepreneurship and the tendency to stable fixed-income business.
