Abstract
Constitute the philosophy and the policy of the Ministry of Higher Education and Scientific Research of great significance , as it relies in its formative on a set of laws and rules and principles , standards and trends and visions managed accordingly institutions , and relies output in developed countries in both the change and development initiatives. It varies higher education and scientific research institutions from approaching the implementation , according to other factors that are related to the educational process and research , and the extent of local communities dependent on educational and research institutions outputs. In Iraq, a lot of studies and research have provided for the purpose of education and research process reform to keep pace with technical and scientific developments , and to get closer to the action and the needs of the market and the problems of the communities , but the distance is still great between the sectors of the state , society and the outputs of the educational process and research . Trying to cross this study , both theoretical and field can provide the opinions and perceptions about some aspects of the Ministry of Higher Education and Scientific Research 's Iraq policy.
