Abstract
Abstract Despite lraq has a historical heritage in the field of legislations and laws a moral heritage as Islamic society, but it is still suffering a weakness in running the government institutions (political, economic an social) which subject to restrictions represented by legislations and laws, as a result, institutions like political parties and tribes have risen .These affiliation have and still effecting the quality of the institutions, and consequently effected on the levels of development. This effect is clearly reflected by the indicators of the international institutions among which are governance index, index legatum institute and freedom house. Which all of them showed unsatisfying level of evaluation reflected on the levels of development among the world states shown in the reports of the human development index issued by the united nations, in addition to local indicators by ministry of planning integrity institution over the past ten years, which led to miss the nuance to exploit the resources because of institutional weakness . ــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــ (*) بحث مستل من اطروحة دكتوراه للباحث الثاني. The other side is standard and practical ones by utilizing the statistical methods to measure the multiple regression and the relation between the total variables to realize the directions and their impact on assigned variable used as an ultimate indicator to constitute the fixed capital which represents the development. The research indicated that the quality of institutions has an impact on the economic development.
