Abstract
ABSTRACT The Arabs in Kirkuk governance suffer from the continuous doubt according to their historical roots inside the province ,they are the product of the Arabs who have the receipt of sovereignty post the independence of Iraq in 1932 ,this doubt represents in the fact that it doesn’t present in an organized form and it hasn’t the ownership of land ,so we seek for the Arabic tribes in the provinces ,and they are collectively a coherent organization having the bilateral land that is clear and the owners who are the corner of permanent conflict before the independence of Iraq and within the determining the administrating borders of province depending in a set of non Iraqi resources that are written post the civil scenes and before the contemporary Iraq state in 1921. This research proves undoubtedly that the Arabic tribes are present in the most of internal areas within the administrating borders of Kirkuk province ,and within the four districts forming the province where the Arabic tribes are present in three places ones(Kirkuk :center ,Kafry and Tawooq)and which are within the social context of these ones in different degrees. Also this research proves that the Arabic tribes are present in these old district and their branches ;which are within their natural movement of tribes that seek for meeting their necessary needs without the political or administrational will of the Ottoman sates and its followers
