| Praise be to God, prayer and peace be upon the Prophet Muhammad and his family and companions That money is the lifeblood and reason of livelihood, the individual can not live without money to get through it on the necessities of life, as well as the state is not able to carry out its duties and functions only with money, and when the money was of such importance the State should regularize the status of a balance between revenue and expenditure in order to lack of an imbalance in the budget, but perhaps the state may be exposed to exceptional crises lead to an imbalance in the general budget Since the Islamic Sharia is valid for every time and place and steeled Per circumstances has created several ways for the deficit in the general budget of the State address, it has allowed the state to impose taxes and loans and accelerate the Zakat, selling and renting state property and donations in order to plug in the budget, it has ensured God to human beings in this religion fit all religious and worldly | ||
