| The scientific research is a fundamental base from which industrial, social and economic development initiatives, a measure of the progress of nations, and the obvious disparity between the developed and developing countries, mainly due to investment in scientific research and the application of its results in all sectors of development. And become centers of research and studies leading role in the leadership of the world and a tool for the production of many strategic projects actors, and not Ajav fact those who fired on the studies and research centers renamed "think tanks", It is in any contemporary society characteristic of scientific and cultural progress and civilization, reflects the vitality of the community and its ability to communicate and recruit new developments of intellectual and practical experiences. Thus, the political and cultural environment of the community and the development of civilization is that the availability of these centers, their ability to work and act to influence, through legislative frameworks, financial support, and political freedom, and the actual independence. It seems at first glance to research poverty in the Arab world was not the modest number of research centers in comparison with other states and territories in the world, but it is the other aspects are as important as many of them over the center's success in the production of ideas and programs, creative side, and the impact of these programs in the development of social values and improve the quality of life, and the ability to involve new voices in the policy-making process, and a commitment to the development of standards and policies for the production of evidence accurate based on objective research and analysis independent of personal interests or or financial institution, and the ability to recruit intellectuals and researchers from the outstanding quality and retention.
