Abstract
The problem of unemployment and economic problems at the macro level that you need a set of solutions to address them, have different views about this problem and some of them did not believe in the existence of this problem (the classical school ), as the market mechanism worthy of solving this problem while criticism Keynesian school is aware of this problem in economies and that government intervention should be solve through effective demand policy, and because of the development that took place in communities has there become many kinds to the problem of unemployment, prompting economic policy to be addressed in many ways, and as far as by methods of tackling unemployment through fiscal policy and its instruments were her modest contributions especially in developing countries, including Iraq due to the political circumstances which reflected clearly on the economic situation, where unemployment rates have risen, especially after 2003, making the Iraqi government begin to develop treatments to alleviate this problem and try to use fiscal policy instruments such as taxes and public spending in moving the aggregate demand and attract the largest number possible manpower, and in spite of these methods to tackle the problem of unemployment, but these methods to its impact is still weak, which requires an effective coordination between the political and monetary policies to reduce these unemployment.
