| Abstract | ||
| Algeria suffers from the dangerous effects of environmental pollution, Where these effects are considered as external costs resulted of the impact of an individual on the welfare of another individual without passing on the prices system. Pigovian tax witch is equal to the value of external costs is considered the primary entrance in correcting the market failure, and based on the polluter pays principle. This latter is adopted by Algeria as an attempt to correction. However, this attempt sometimes coincided with the principle of Pigovian tax and moved away with him another times, This is due to lack of experience, poor of possibilities, developmental pressures and its blurred vision. | ||
