Led the tremendous development in information technology to the emergence of a new economy and the so-called the knowledge economy, given the great role played the vital role played by the information and knowledge economic concept in generating wealth and raising growth rates through reliance on new information systems capable of circulation of information quickly between different users around the world, the world has become a small village can rights to exchange knowledge and information with the natives and foreigners in the world, and the principle of the focus on information technology and of the fundamental factors in the modern economy and the increase in investment in the knowledge economy would be required to meet the challenge that faces the Asian countries, including Malaysia, which lead to the creation of new jobs through the diversification of the economy and innovation, and increase investment in the sectors relating to knowledge and information .
