Abstract
The media and communications sector in Iraq has gone through stages that are different from each other since the establishment of the Iraqi state in the 1920s. It began with a kind of theoretical freedom in the monarchy but it became constrained by many rigid laws and regulations that limit its freedom, especially in the republican era in which the state became the sole owner of the media. It is the powerful and dominant engine of all its movements, especially in the 1980s In which the Ministry of Information was the sole regulator and regulator of the sector. However, after 2003, Iraq went through anarchy in the case of the media after it lifted all the restrictions and abolished the laws that it was organizing and everyone is practicing the media without a watchdog or even a license to do its work, but this is considered by some to represent the application of freedom of opinion and expression does not serve or regulate Media work because any freedom should be practiced within the limits where the freedom of each person ends with the beginning of the freedom of others, it is necessary to find a balance of freedoms in order to exercise in a manner that does not harm or exceed the freedoms of others and must be regulated by laws so that everyone knows his limits In a way that supports and strengthens the democratic system in a Country. This study examined the reality of the Iraqi media since the establishment of the Iraqi state to the present day. It included the preface that dealt with the definition of communication and media and the extent of the influence of the sovereignty of countries in the world of information and communication. The world has become a small village through the development of means of communication over the Internet and satellite world, No matter how advanced it is. The third part dealt with the legal system of information and communications in Iraq. The third topic was devoted to research in the Iraqi Media and Communications Commission, which is responsible for organizing this sector in Iraq. Finally, the research concluded with a conclusion which included a number of conclusions and recommendations
