Abstract
Abstract The study is concerned with nature and size of investing and running of projects for Thi-Qar governorate for The period ( 2006 – 2014 ) . The study shows that there is a big waste expenses with no real achievement The investing expenses reach ( 2.212.377 ) Trillion Iraqi Dinars this amount of money can Transfer the governorate from a state of retreating to a developed one and it also shows the big waste spent on the unessential and short-termed projects . The study also proves the slowness in achieving the investment projects and the coming down of the real achievement for these projects which reaches 16% . The study also diagnoses the reasons behind the belatedness and unacheivement , among which is giving the projects for inexperienced contractors . The budgets of such projects are spent in unrelated ones like buying personal cars and equipments and in paying the salaries and wages the city council members . The study calls for making real reformations on the structure of these councils because they become a big burden on the state's country balance and it also calls for stopping supplying those projects with money until the reformations are made . The study also recommends establishing special judicial and censorship organisms to investigate the reasons behind the financial waste and corruption .
