| Abstract | ||
| I came to this study, a statement that there is a class of employees are considered important means of administration for the conduct of public utility and satisfy the needs of the public and thus the impossibility of administration work without them , but they are temporary and contract employees. Sometimes you need the administration to temporary workers for the time progress of the nature of the facility because the administrative work may be temporarily or that management function to do the work is for a specific period of time On this basis, we may find an angel within the administration and the need for temporary jobs required them as we have said. The idea is that these recent in administrative law, but this appeared to recognize the laws of this function as part of the staffing of the administration, and there is legislation does not recognize this function and is not considered part of the staffing Iraqi legislator has taken the first direction He issued several laws organization for this job and have established legal ground is a good step for this group of employees who have a significant role in the management of public utility. | ||
