| Abstract | ||
| Most parliamentary systems take the rules or the terms of reference given to the authorities where , aimed from behind to achieve a balance between the legislative and executive branches in the state , and most prominent of these terms of reference given to the executive competence in solving the legislature , when the availability of the conditions or specific justifications permitting recourse to the method of solution, with the need to follow certain constitutional mechanisms in case the desire of the executive authority to do so. Where you may find the executive branch itself forced to use the right solution in the event of failure to reach consensus or understandings with the legislative authority in the state , the legislature stallion is the latest and spent weapons possessed by the executive authority in the face of what is owned by the legislature in the face of the terms of reference of the executive. | ||
