Abstract
The problem of unemployment is one of the most important and the most serious economic and social problems facing the economies and societies of developed and developing countries alike and severity vary from one country to another and from one community to another, so addressed concerned with the study and analysis. The exposure of the Iraqi economy to unemployment is chronic due to the conditions experienced by the and of Gulf War I and the economic blockade, as well as the foreign occupation in 2003, has pushed the unemployment problem in which the top priorities of the problems that has plagued Iraq, and therefore the treatment of the problem of unemployment has become one of the pressing issues and critical which are beyond the delay and the delay which has already become a direct threat to economic and social stability, And unemployment should be of interest to the state and must be put urgent solutions to address them in a strategy-centered government, represented an increase of investment spending, which occupies a prominent place in economic activity because it is the center of activity and does not have the possibility to understand or do any economic activity and for any sector of productive sectors or service without verification of investment spending . And the national economy of any country is determined by the direction and development or by the size of investment spending and trends, so the increase in investment spending will lead to increase the level of employment and reduced unemployment. Therefore, This study comes to shed light on the problem of unemployment and the possibility of treatment through increased investment spending.
