Abstract
The occurrence of the Tigris and Euphrates in the Turkish territory , especially the Euphrates river , gives Turkey a distinct position and an important strategic force , both with respect to the use of river water in its irrigation and hydroelectric projects and in harnessing its water policy in the pressure on the countries of the lower basin Syria and Iraq. The hidden goal of Turkey in its water policy is to try to encapsulate the issue of water in apolitical context by seeking to procrastinate and procrastination as well as prolonging the negotiations to allow it to continue the policy of building projects on the irrigation of the two rivers without. Paying attention to the rights of Iraq and Syria. That Turkey is trying to justify its use on the waters of the Tigris and the Euphrates and disposing of its waters similar to the oil countries that have the right to dispose of their oil wealth . Accordingly many statements were issued confirming Turkeys desire to invest economically in water . from prime minister Suleiman Demirel when he was prime minister in 1992(the water that emanates from Turkey is the king of Turkey, just as oil is the property of the countries in which we originate .We do not tell them that we want to share their oil , and we do not want their participation).
