Abstract
Abstract Cities have been developed and are growing by several reasons such as economic, social, cultural and religious and regulatory reasons as well as laws and Legislation reasons. All these reasons have caused cities to face new problems and made different new tempers and tendencies for planning the cities to solve these problems and issues. The city of Karbala is one of the religious cities of Iraq which has been developed because of the religious reason which has played an important role in the development of its urban buildings as well as planning, and this effect has been obviously reflected in land utilizing systems and the way land is related to the religious reason and even its population has been affected by this religious reason. So regarding the characteristics which this city has, we see it is important to study this city and its history by focusing on the most important factors in its basis planning, in this regard there are 3 studies for this city which has been carried out: The first is: historical establishment of this city and the basis planning stages. The second is: some problems in the basis planning of the present Karbala city which need to be noticed on and repair that by new planning. The third is: geographical rating for the basis planning which has been suggested for Karbala city on 2013. Here comes the question which is caused by the problem.
