Abstract
Abstract The Governorate of Kerbela to the amendments and administrative changes led to many areas variation in several stages. These changes consisted dismantle some of the units and the merge of units other ones, and the formation of new units. Some are small at the provincial and sub district-level and other large at the level of the district or the governorate. These amendments took place without a study, did not show based on scientific logic, and did not take into consideration regional and administrative relations between the governorate and the agricultural hinterland. After the borders of the governorate were extends to the international border with Saudi Arabia, notes it decreased to a small area not exceeding of about 1.2% of the area of Iraq. In contrast to other governorates, led to increase the population density and impact on the regional relationships with agricultural hinterland. The area ratio mentioned is not commensurate with the depth of the cultural, historical and religious significance and the logistical and security. Which requires re administrative boundaries to what it was four decades ago (to 1977), and re-occupied by them withheld for political reasons. This requires reconsideration of the administrative divisions of the Governorate of Kerbela is not alone, but to all the Governorates in Iraq, so that the population is taken into consideration relationships with agricultural and administrative hinterland-population density and void areal each governorate and how the security control of the borders
