| the current research try to disclosure the role of education and training in human capital formation, through the diagnosis of the reality of education and training, and the components of the human capital within the field side which is Dohuk electricity gas station under discussion, as well as determine the level of the relationship and impact between each of the variables of the research. so to achieve the goal of research model is built supposedly for research, and analysis of the variables related to research in the light of the drafting of the four hypotheses, including the first hypothesis: "There is no correlation spirits for both education and training individually with the human capital components together" the second hypothesis: " There is no a significant moral effect for both education and training individually with the human capital components together ". It has been reach a set of conclusions, notably that there is a correlation morale and level of disparate impact both the education and training on human capital components within the field side under discussion, and depending on the conclusions reached by the research has been offering a number of recommendations are consistent with these findings, it is important to activate the role of education and training because of its profound impact on the human element in the acquisition knowledge, skills, capabilities and experience, and other components that are reflected on the organization as capital human .
