Abstract
The study falls within the population-environmental studies that address the problem of the characteristics of rural human resources and the possibility of investing them optimally in order to bring about social, economic and demographic changes in the countryside by establishing and activating appropriate development programs with the natural and human geographical indications of the region. Human resources development is demographically and ideologically (intellectually) economically and socially, and must begin with the countryside and its population to reach a comprehensive regional development. The study targeted the population of rural areas in the governorates of Kurdistan Region of Iraq (Erbil, Dohuk, Sulaymaniyah), which is one of the regions that have natural geographical characteristics and human resources can develop human resources and promised an experiment to circulate its results to the rest of the provinces of Iraq. The study relied on the results of the census and numbering carried out in the framework of the general census of population and housing for 2009, being the most accurate data obtained, including population statistics on households, housing and establishments. The Central Bureau of Statistics estimates for 2016 were also adopted as the latest available estimates. International organizations, notably United Nations organizations and others. The results of the study are many of the results, including the population of the study area, including the economic situation, the most prominent of which is that the basis and premise of regional development is the development of rural human resources. The governorates of the region have a geographical base that enables them to improve their rural areas. , A weakness in the management, organization and organization of human resources. As well as proposals for solutions that will bring about changes for the population and the region in line with the hypotheses of the study. The most important of these is the need to develop rural human resources through re-management, organization and preparation for development and change. The strategy must be comprehensive and integrated in order to link demographic phenomena to each other. The study included many maps, tables and diagrams illustrating the rural demographic situation.
