| Abstract | ||
| The changes which hael happened it a lot of things which not accepted by community mosaic,so it appeared decentrization ,the plane for terms of reference between the central and local government .in all Iraqi govermentes and when these new models were appeared , most of people believed that they were saved Iraq from problems which were existed by the central government by which wanted to administrate the state . Therefore we must research adjustment relationship between the central government and local government and its effect of the thinks upon the peaceful, coexistence in Iraq in general and mosul especially after the events which had happened in mosul . (mosul is a model) | ||
