Abstract
Abstract Information and communications technology (ICT) and its resulting networks and electronic media are a qualitative leap in the lives of individuals and countries. However, this bright positive aspect of this technology did not negate the negative repercussions that resulted from the misuse of this development and its accompanying the emergence of new types of bold actions by employing modern information technologies in committing crimes and through the internet and other devices such as mobile phones. Has become a human target of the goals of the criminals of modern technology after the establishment of the digital revolution to achieve most of the images of the attack on people and their secrets and even their own money and emerged a campaign of cybercrime that shortened the penal legislation for the criminalization of multiple and the absence of the text of the criminalization, and restricts the legislator to start (crime and punishment only the text), which became a constitutional principle cannot violated, this study was a modest expression of the definition of these newly created and the legal ways to confront them in a way that does not contradict the legitimacy and legitimacy in a manner that avoids legislative limitations in the penal texts.
