Abstract
Abstract: - Customs tariff is an important part of financial policy and one of its effective tools, as it is one of the most important means to achieve a set of goals, such as economic, social and even political ones. It is an effective tool in directing imports towards products and commodities that the country wishes to import in order to meet the needs of the local market by imposing a low tariff on such goods and services, As well as their importance in the protection of the domestic product from the fierce competition of foreign products and similar goods. The period of time before 2003 witnessed the implementation of a number of laws in the field of customs tariff, which represents a commercial firewall to protect the national industry and the provision of financial resources to the State through the size of the customs tariff imposed on the types of commodities and merchandise. However, after 2003, as a result of a number of policies followed, the so-called free trade policy was adopted, which has adversely impacted the economy as a whole in terms of revenues of the Iraqi state and the method of consumption, the type of goods consumed ... etc., therefore, it was necessary to reconsider the economic and social reality in order to activate the customs tariff law in light of the financial crisis and to correct the trajectory of economic policy within the framework of economic and financial reforms to be achieved.
