Abstract
Abstract The archaeological and heritage sites are the most basic elements of human civilization and national culture as the achievements of any civilization are known through inspecting ruins and heritage which reflect its history and tell their events and actions. Those sites and positions represent the permanent treasure of experiences and attitudes that give the human and society the ability to face the present and expect the future as they are the most important human memory components which extend to the deeper roots of its components. The value of antiquities and heritage is that they are not only for watching but also for the restoration of history. If the site falls or disappears, all the historical symbols vanish and then the memory of the nation and its heritage disappear. Thus, the proper development and management planning of the archaeological and heritage sites for attractive tourism is the first step in the process of maintaining, investing and preparing to attract tourists and also to build tourism projects which provide economic, social and cultural benefits on the local and national levels. The holy city of Karbala, one of Iraq's provinces, has monuments of archaeological and heritage sites alongside with a lot of religious monuments. More than (192) archaeological sites have been discovered among hills, some dating back to ancient historical stages to pre-Old Babylonian Period (2000- 1600 BC) and others back to later times. These sites spread in different administrative units and include 19 registered heritage sites. This study falls into three sections; the first section explains the general pillars and concepts, the second section shows the spatial distribution of these archaeological and heritage sites, whereas the third section focuses on setting out a planning vision for the development of the most important archaeological and heritage sites in the holy city of Karbala.
