Abstract
Justice is considered one of the essential principles which the legislator aims to and keen to achieve it and this is demonstrated via his keenness to imply this matter in legal legislationsto protect the individual's' interests also the society together achieving justice is a duty shoulddominate the rules related with the permitted election advertisement in the election law in general, any influence on the elector illegally is considered a harm action, especially the word, image and the sound are means having influence on mass for these means depending on fraud and cunning causing harm on the election safety, these action could cause harm to others, such as tearing the election announcement posters or distributing papers included statement of insulting or distributing papers accusing one of the electors with critical accusations or paste advertisement of insulting before voting could make the electors to refuse this candidate thus there should be a legal text ensure the election advertisement legality means, andmake those making violation to pay a compensation, especially the election should be prevailed with legal completion clear from corruption and to reserve the democratic and for the election process to realize the legislator goal to perform free and fair elections with democratic and transparency atmosphere, being the distinguished feature for the advanced countries, where the development and their civilization are measured by their keenness of the democratic principles to build their societies.
