Abstract
The research problem arises from the reluctance of some department head to apply the performance management and being non – compliant to a specific manner and certified system in terms of how to deal with subordinate staff members . the head of department usually seeks to avoid situations whenever heshe is obliged to discuss and debate with subordinate staff members to verify hisher assessment and evaluation of subordinate staff members, level of performance and the tendency to ease the restriction which are already imposed by the system on freedom and time of the head of department.
