Abstract
There are topics of Islamic history did not highlighted enough , and remained trapped in the books for long periods without being investigated .The topic that we are dealing with in this study has not gained the attention of researchers in the manner that commensurate with its importance concerning serious adverse phenomenon had an impact on defamation of the Islamic state , which is financial corruption which spread Islamic state institution as a result of the financial and administrative policies in the period that followed the death of the Prophet (SAWS), so when the emir of the Believers Ali Bin Abi Talib (A.S) succession endeavored to eliminate this phenomenon and to develop an integrated approach to this matter , and his approach based on good selection of workers , governors , and staff with managerial expertise ,competence and integrity , in addition to other qualifications , and not only this but also develop an integrated supervisory system to oversee the work of these , this system provides daily information on events taking place in the various regions of the state , and on this basis was take steps appropriate deterrent to protect national and protect state funds from overtaking ,succeeded his reform a great success and contributed to the control of state administration .
