Abstract
In the welter of the crestive discussion between the denomination over the role of the ruler and his sovereign or limited authority in Islam and the other discussion over some who believe e that Islam has no a ruling theory and the ruler should do nothing with religion along with the role of the historical misconceptions the Islamic ruler takes throughout ages we find that the role of the theological theorization takes no identity as the Ahlalbayt imams are forbidden from ruling. However, there are separate papers manifesting the role of the ruler but the Malik Al-Ashtar covanat comes as a constitution to reform and rule. Accordingly, the research study tackles such a role theologically to expose the dexterity of Imam Ali in portraying the foundations of the Islamic ruling to be applied in any time, the first chapter takes hold of the title derivation, idioms definition, the second does of the results found in the covenant. The third does of the theological derivation and there are conclusion, references and sources.
