| The covenant to Malik Al-Ashtar5 is considered as a historical document to manage a state as it emanates from an infallible, Imam Ali (Peace be upon him) the fairest ruler ,covers a great scope of the infrastructures to erect a civilized state and deals with contemporary issues: separation of authorities ,technocratic state, decentralization in ruling, majority government and so forth. The paper tackles such a locus through induction approach, description approach and analysis approach. | ||
