Abstract
Abstract Financing problem is one of the complicated problems that face the economic development in all the developing countries in general and in Iraq in special; the past Iraqi government, for the thirty years, had not financed the economic development in the way that lead to develop the non-petroleum sectors and establish a wide and developed economic base with varied and sustainable incomes resources so as to achieve growth and development in spite of the great revenues of petroleum, due to the wars of the regime and consequent economic sanctions that had lasted for more than a decade in additions to the great foreign or external debts and compensations. After 2003, and the following political changes, the Iraqi economy faced different problems, that resulted from the wrong policies of the past regime, which detaining its growth and led to its collapse. One of the challenges that face the economic development are the structural defects of its sectors, the prevailing of the financial and administrative corruption, the private sector weakness and the absence of the financial sustainable where there was no clear or direct strategy for the economic development; its movement was linked with the petroleum revenues as the main governmental income resource and the economic development.
