| Discussion dealt with the legal aspects of a means new investment is the investment system, the construction contract, operation and transfer of ownership, which is known to hold bot (BOT) and have tried to researchers rooting the idea of this contract in legal terms and the possibility of admission to the Iraqi legal system and its application in light of this system as one of the administrative contracts and that standing position on the Iraqi investment law of 2006 and the law of government contracts for the year 2004 and instructions issued in 2008 and the General Conditions of Contract for Works of civil Engineering in 1988.
