Abstract
Education has assumed great importance by all human civilizations because of its great role in the development of society and its progress and thus in the achievement of economic and human development, which occupies an important position among the most important issues that developing countries seek to achieve. This is logical if it is noted that educational institutions operate To harness all their material and human resources to improve the level of education in order to provide skills and scientific knowledge and to develop the capabilities and talents of students to make the most of them in the areas of development . The researcher sought to identify the size of spending on the educational system and whether it is at the required level and whether it is able to produce the educational product with the specifications required by different productive sectors. The issue of harmonization and compatibility between the outputs of the education system and the requirements of the labor market has become one of the most important issues of economic and social development . And that the rates of transition between the educational levels in Iraq is still unstable, there are more than a province has a low transmission rates, which means more school waste, and there are still a lot of primary schools and junior high schools working double and triple hours, which negatively affected the quality of educational outputs, To the deficit in the school buildings, so must work to develop education to serve human development and modernize the science and knowledge received by students during their educational process to be able to keep abreast of modern technology and the requirements of the labor market . احتل التعليم أهمية كبيرة من قبل جميع الحضارات البشرية لما له من دور كبير في تطور المجتمع وتقدمه ومن ثم تحقيق التنمية الاقتصادية والبشرية والتي أخذت تحتل موقعاً مهماً من بين أهم القضايا الأساسية التي تسعى البلدان النامية إلى تحقيقها وهذا الأمر منطقي إذا ما لوحظ أن المؤسسات التعليمية تعمل على تسخير جميع إمكانياتها المادية والبشرية لتحسين مستوى التعليم لأجل تقديم المهارات والمعرفة العلمية وتنمية قدرات الطلبة ومواهبهم للاستفادة القصوى منها في مجالات التنمية. وسعى الباحث الى التعرف على حجم الإنفاق على النظام التعليمي وهل هو بالمستوى المطلوب وهل هو قادراً على تخريج المنتج التعليمي بالمواصفات التي تحتاجها القطاعات الإنتاجية المختلفة . لقد أصبحت قضية المواءمة والتوافق بين مخرجات النظام التعليمي ومتطلبات سوق العمل من أبرز قضايا التنمية الاقتصادية والاجتماعية . وان نسب الانتقال بين المراحل الدراسية في العراق لا زالت غير مستقرة فهناك اكثر من محافظة لديها نسب انتقال متدنية مما يعني المزيد من الهدر المدرسي ، و لازال هنالك الكثير من المدارس الابتدائية والإعدادية تعمل بنظام الدوام المزدوج والثلاثي مما أثر بشكل سلبي على نوعية المخرجات التعليمية ، اضافة الى العجز في الأبنية المدرسية ، لذلك يجب العمل على تطوير التعليم بما يخدم التنمية البشرية وتحديث ما يتلقاه الطلبة من علوم ومعارف خلال مسيرتهم التعليمية ليتمكنوا من مواكبة التكنولوجيا الحديثة ومتطلبات سوق العمل
