Abstract
The use of SWOT is a public tool among the tools of analysis used to support the institution in finding appropriate solutions to the elements of the internal and the external environment in a way that ensures balance between them. Hence, the practice of sports federations for the method of analysis is seriously and In order to do its job better by concentrating its energies and emphasizing that all its employees are moving in the same direction, in addition to evaluating and adjusting the direction of sports federations in response to variables so that they can increase their competitiveness and improve their performance get the best performance. The objective of the research is to build a SWOT for the administrative performance of the Iraqi Central Federation for the fencing, and to identify the positive factors (strengths and opportunities) and invest them in the administrative performance of the Iraqi Central Federation for fencing, and identify the negative factors (weaknesses and threats) Solutions to problems of administrative performance of the Iraqi Central Federation of fencing. The two researchers used the descriptive approach in the survey method and correlative relations to suit the nature of the research problem. The research community was identified by all the members of the sub-associations of the fencing represented by ( President and members of the Union and their governors and coaches of the Sub-Federations )In the Iraqi provinces (58 people) The researchers used steps to build the scale and the appropriate statistical means for research. It is through the study the researchers concluded that building the SWOT for the internal and external environment is of great importance in analyzing the administrative performance of the Iraqi Central Federation for the fencing and the most important recommendations are the need for the Iraqi Central Union to focus on the internal environment (strength and weakness) and the external environment (opportunities and threats) can depend on the side and negligence of another side because this leads to the lack of strategic operations. .
