Abstract
The administration exercises its activities in accordance with the principle of presidential hierarchy, which imposes the subordination of each employee to his higher superior or his administrative reference, its behavior is one of the resources for detecting damage, and this method is practiced either by the heads themselves or by other bodies affiliated with the affected department, such as the financial department or the committees formed according to the State Employees Discipline Law No. (14) of 1991 which was amended, or these bodies are Bodies independent of the affected department, such as the Public Integrity Commission or the office of Financial Supervision, which are legally independent bodies.
