Abstract
Andalusia was a state affiliated to the central caliphate in the East in the era of the rulers, and it was not independent of itself, and the administrative systems were similar to what exists in the state of Africa, and the governor in Andalusia had agents who helped him in running the state, and the role of the Quraish families was limited, and after the arrival of Prince Abdul Rahman bin Muawiyah, Andalusia became independent About the Levant and the development of the veil and police systems began in Andalusia, As the insider was aware of the two systems due to what the Umayyad ancestors had reached in Andalusia, and the usher in Andalusia was the mediator between the sultan and between the elite and the parish. To organize work, and this system developed in the era of the Umayyad Caliphate, as the hajiba in Andalusia became the highest authority of the ministers, and he was the link between them and the Umayyad Caliph. Sometimes the pilgrim took over the veil and the ministry together, as happened in the era of Nasser, and the position of the veil deteriorated in the late era of the caliphate in Andalusia, when the conditions of the Andalusian authority came to him from weakness and disintegration, as the sources did not mention anyone who took this position, but the police system was the other one of the positions The task in Andalusia witnessed a development at the hands of the rulers of the Umayyad family in Andalusia, and it was sometimes called the owner of the city or the owner of the night, and this system became two positions, namely the owner of the high police and the owner of the middle police, and the task of the owner of the police was to look into grievances and establish borders, In addition to the main task, which is to maintain internal security, the selection of the policeman was not in vain, but rather those who meet the required conditions are chosen.
