| Abstract | ||
| States seek to achieve the prosperity and well-being of their children and that the most important aspects, which means providing them is to achieve a healthier and learn better and income enabling them to get their basic needs, to become of these aspects basic standards is measured through the extent of progress achieved by the State in development, especially after they issued a program of the United UNDP's first international report on human development (which measures the achievements of development of the state compared to other countries), and then widened the scope of these reports, become longer reports the development of human, national, namely, (measure the amount of the achievements of the state of the development of a comparison between the provinces of a single state), then the need arises preparation of local human development reports, which measure (what has been achieved at the level of development of the village and the city separately and compares them to the rest of the province the same units).
