Abstract
The basic idea came to this entry through the investment policies in the private education sector in most Arab countries and a sense there is a problem in educational policies, which led us to examine the policies of Arab education in general. That the lack of linkage between the strategic objectives of higher education and development plans did not achieve harmonization between the outputs of the university and return social and economic of the educational process the basic principle in the tunnels of any process to be spending an investment linked to the market in terms of quality of outputs and Mdi suitability to the needs of the labor market and achieve the goals of higher goals. That any work does not equal the cost of return and provides a guarantee for creating survival and growth is doomed to fail, and this is confirmed by the new vision for the enterprise sector, business, and that the objective of the strategic management to look forward to, especially in the field of education services.That Arab universities with the beginnings of the century atheist twenty are still captive ((intellectual system of conventional, Conventional Paradigm in philosophy and structures, management and methods of training and lack of research and its weakness and lack of community service programs and the low level of toll and the separation of their banks and their skills for the needs of society and the market and the weakness of its role in national development of comprehensive and reduced use academic and the absence of participation of workers in the decision-making and poor relations between students and faculty members.
