| There is great importance to the position of the head of the administrative unit in Iraq, as this position is considered one of the main positions in the local administrative organization system in the country, as the administrative organization system in any country depends on two main methods: administrative centralization and administrative decentralization, and the state’s choice of one of the two methods depends on several factors , Including the size and shape of the state, whether unified or federal, the number of its population and the development of its functions, we can see technological progress in the field of information and communication technology also affected the choice of administrative style in states. These factors play an important role in determining the appropriate and most effective administrative system to meet the needs of society, improve the management of government affairs, and provide services to citiThe aim of the research is to identify the reality of local administration in Iraq in the light of the general theory of decentralized administration, and to identify the challenges that could prevent the success of implementing the decentralization project under the local councils law in Iraq No. (21) of 2008 as amended, with reference to the position of the executive authority.
