| Abstract | ||
| Begging has become phenomenon that has become of familiar to many that we have come accustomed to helping them on daily basis without even thinking about a final solution to this phenomenon, which has began to increase and worsen due to the high rate of un emploment. What has made matters worse is the incitment to this crime and the large spread of orphans in Iraq, as what stands behind the spread of this phenomenon is undoubtedly affecting families and society. Much legislation criminalizes the act of inciting children to beg, and children are in fact victims of society and its circumstances. The phenomenon of beginning constitutes an important field for legal, social and psychological studies both because of the harm it represents to the entity of society, family and even legislatives society, especially when it comes to beginning using illegal means or the use of social groups protected by the force of moral sand law, such as beginning by using children or children. The use of people with special needs or beginning under the risk of pressure intimidation and violence through organized groups that practice this method to colectomy. | ||
