Abstract
the book It is one of the books that sheds light on a very important issue, due to the fact that constitutional institutions in Iraq today are constantly evolving to keep pace with the requirements of modernity in life. Constitutional and political matters have constituted, in its details, fertile material for modern constitutional studies in order to apply them on the ground to advance constitutional institutions through the judiciary and its extent. The ability of its provisions to achieve a state between balance in those institutions and the state as a whole and steadfastness in the face of obstacles, and what are the mechanisms and means used to achieve this and the difficulties that stand in the way of correct applications to achieve the desired balance. In the first chapter of the book, the author addresses the nature of constitutional obligations by addressing in the first chapter those obligations and their relationship with constitutional rules by stating the definition, including the concept of constitutional obligations, and explaining what is known of their meanings. Then the researcher emphasizes the special nature that distinguishes constitutional obligations from Other rules, since they have certain characteristics and specific features, would have made these obligations detailed and clear
