Abstract
Since the beginning of the twentieth century, with the increase and acceleration of crises, disturbances, and humanitarian disasters, the fields of diplomatic activity have multiplied to pay attention to these global changes, and among those fields were; Humanitarian diplomacy, which arose to keep pace with the acceleration of the work carried out by various humanitarian agencies, which aims to reduce human suffering primarily through rapid and safe access to people in need. Humanitarian diplomacy aims to manage human relations and build the humanitarian partnerships necessary to achieve humanitarian goals through multiple means. The most important of which is negotiation and communication. This method adopted by humanitarian agencies is not free of several challenges, the most important of which is the diversity of armed conflicts and the differences between the parties that conflict with each other, and their lack of much interest in the rules that govern armed conflicts, the most important of which is the distinction between civilians and combatants. And not to attack civilians, while the newly clear facts are that civilians are considered by some armed parties to be part of armed conflicts, and therefore starvation, besieging civilians, and preventing humanitarian agencies from reaching them are among the means of pressure used by those armed parties, so comes the role of humanitarian diplomatic means in order to persuade Armed authorities recognize the importance .and necessity of consent to rescue civilians in need.
