The freedom to demonstrate has become one of the public freedoms of importance at the international level in general and at the national level in particular. The right to peaceful demonstration is considered one of the fundamental rights of individuals and internationally guaranteed, as it has been codified in international documents, such as the Charter of the United Nations and the Universal Declaration of Human Rights issued in 1948. Constitutions recognize this right, like the constitutions in question that we highlighted, as they embody it in legislation, work to establish general principles for it, and regulate it with laws to regulate its exercise, to ensure that the public authorities in the state do not infringe on the essence of this right or freedom, and provide important guarantees to ensure the exercise of this right and that it does not Exceeding the limits related to public order and public morals, and facilitating the Constitutional Judiciary by repealing any legal texts that may be in violation of the provisions of the Constitution. Therefore, constitutions, including the Constitution of the Republic of Iraq of 2005, which followed the approach of formulating the features of the right to freedom of peaceful demonstration, are used for the purpose of expressing opinion and referred to its regulation. By law in accordance with the constitutional texts related to this matter, however, the actual reality indicates the exercise of this right within the limits set for it by Coalition Provisional Authority
