| Abstract | ||
| The influencing factors of electoral systems and party systems are two basic factors that affect the political and electoral representation of the marginalized and most prominent groups (women and minorities), by increasing or decreasing their political participation. Accordingly, the constitutional and legal legislation in Iraq had the most prominent role in the presence of these groups in the parliamentary councils. The constitutional judiciary has a major role in ensuring the implementation of these texts by exercising its powers to monitor the constitutionality of laws and interpret the texts of the Constitution, which has enhanced the political participation of these groups. Many constitutional disputes have been raised before the Federal Supreme Court regarding the application of texts related to the quota for women and minorities, whether the percentage of representation increases. Women account for a quarter of the seats in the House of Representatives, And if one of the minority groups did not obtain the sufficient percentage stipulated for their representation, the numerous decisions of the Federal Supreme Court in this regard came to confirm the necessity of correct application of the quota system (women and minorities) in a way that guarantees their fair representation in parliamentary assemblies. | ||
