| Abstract | ||
| Control is one of the most important tools and functions that are undertaken by the competent authorities through procedures used to follow up the progress of the administrative process and ensure non-deviation from the most important goals that were developed according to the plans prepared in advance and evaluate what is being accomplished and hold negligent accountable, and often the concept of control and control work is accurately described as a field for inventorying, monitoring and trolling the negative side of administrative work and indicating the failures only and recommending the maximum penalties and penalties, but in fact The matter is that administrative control has positive aspects and tasks in urging the development of controls for the conduct of business clearly and in accordance with the principle of administrative transparency, and in the event of violation, there will be penalties that vary according to the competent authorities. The administrative control of universities in Iraq as one of the institutions of higher education, whether governmental or private (private) multiple, such as the control of educational or governmental institutions automatically or self-control is the control of the Ministry of Higher Education and Scientific Research as a competent authority in this regard and the control of other bodies as an external administrative control represented by the Federal Financial Supervision Bureau as the highest independent supervisory authority and specializes in preserving public money. | ||
