| Abstract | ||
| This research confirms that the international legal and political meaning of the concept of sovereignty and the state since the emergence of independent national states in the fifteenth century until today has not undergone a fundamental change from a theoretical standpoint. But In the reality of the variables of the international order and the international community In practice, we find it clear in the great countries, less clear than in the average countries, and almost non-existent in the small, weak and fragile countries. The protection of sovereignty for all countries, regardless of their position in the international system and the international community, is achieved through purely national industry, and it has its own capable and advanced means that accommodate the variables of international systems. The means to provide protection for the sovereignty of small and weak states in a way that achieves the acceptable level in achieving the highest goals of their societies is to address the causes of weakness, and the best way to address weakness in small, fragile states is to create national power. The process of creating national power to protect the sovereignty of small weak states must start from their societal framework in ensuring the protection of the rights and freedoms of the citizen, the satisfaction of his basic living needs, the possession of elements of scientific and technological power, and the building of international alliances that enhance the protection of the state’s sovereignty and its global standing. | ||
